toll permits and clearances have been received. The appropriate MTMC
area commander will evaluate the request for routing to ensure that
motor transport is the most cost-effective mode of transportation.
When transportation via highway movement is determined to be cost-
effective, annotate on the route order, "Release Valid Only When
Carrier Obtains the Necessary Permit(s) Prior to Release of
Shipment."
When an oversized, overweight, or other special shipment requires
MTMC assistance while en route, you must immediately forward the
following information to the responsible MTMC area commander:
Identification of the transportation problem.
Documentation of previous contacts or discussions with all
state highway permit officials.
Type of equipment or cargo (within security limitations) with
name and overall weight and dimensions of commodity;
manufacturer's name; pertinent accessories; gross weight; axle
loads and spacing; and height, width, and length of loaded and
unloaded vehicles.
Convoy vehicles must operate so that interference with the normal
flow of traffic is reduced.
When possible, you must ensure that
convoys and oversized/overweight vehicles avoid metropolitan areas
during morning and evening peak traffic periods, or during other
traffic periods specified by highway authorities.
Try to provide
available belt routes during peak traffic periods.
During combat operations, you must also ensure that vehicles are
loaded according to the limitation instructions issued by higher
headquarters.
These limitations are established to prevent highway
damage and to provide for the safe movement of vehicles.
You must
take three major actions before moving an oversized or overweight
load: you must complete a clearance permit, provide clearance
warnings, and obtain escort vehicles.
