Transportation officers assigned to a POE/POD Movement Control Center (MCC)
must ensure that at least one of the following conditions occurs before an activity

A supply cancellation.
Termination of a project.
Modification of Permanent Change of Station (PCS) orders regarding personal
property shipments.
Termination of logistics buildup.
The MMC officer must ensure that only complete shipments are put on hold. The

Ensure shipments containing multiple-line items of supply are only held when
a cancellation action is being taken for all material shipped to a given
consignee or under a specific project code.
Ensure, if a shipment is held by the shipping activity, that the cargo is
requisitioned after receiving instructions from the original supply source.
Determine if the cargo was held by the shipping activity, the consignee, or
some other activity responsible for issuing or moving cargo.
