The traffic circulation plan is a map overlay or graphic representation of the MSR
network. It provides guidance for using and maintaining the existing roadnet.
MCOs assigned to the HTD will assist the division chief in regulating traffic on
all controlled highways and roads within the HTD area of responsibility. To
ensure that highway use requirements have been properly regulated, the MCO
